Like nuclearbobomb said, you can use "Open to LAN" to enabledisable cheats. This will also work for the owner of the world but if cheats were enabled upon world creation, it won't work. To enable it should be obvious, and to disable it you just relog. I do think that this is a weird way to do it though.
In the options, change Allow Cheats: false to true click on it.
If you pause the game by pressing the escape ESC key, you will see there is an option to enter a LAN mode. When you click this, you can enable cheats for the LAN game. Once you do this you can use the game cheats as normal.
Remove a player Click the red "X" to remove a player from your list of invited players. Making a player an "Operator" OP Click the greyedout crown icon to promote a player to an operator. Operators can use slash commands, send private messages and set the world spawn point.
